Escape Prevention: If on scientific exchange with the EPF, P-46 is not to be let out of the range of surveillance television or another staff member. He is otherwise entitled to the benefits the EPF accords to Team Ketair employees with level 1 security clearances during exchange missions, including an apartment on base if frequent enough, a locker, spending money and access to scheduled staff transport flights. He is not to be touched by any other personnel or by any uninvolved civilians if he has been material for in excess of 13 days.

Additional Procedures: If P-46 found on EPF property other than on an exchange mission, the Director, or another person with access to the redline to Team Ketair, is to be informed at once and a message is to be sent to Team Ketair denoting that SCP-507 (the Ketair designation for this individual) has been located. As of 1981, he is to be flown to Site 7 on a non-emergency basis for return to Team Ketair, his employer.

Description: P-046 is a European man(?) with good command of English and an unidentified dialect who is not willing to provide his name, and who wears a modified Team Ketair military uniform (although without weapons). He has twice (the first time in 1975AD) appeared on the EPF estate, both times in an inopportune place, but never in an area classified above Open. It is unclear if this is coincidence or deliberate.

Recovery: P-46 was first recovered by us during the cold war with Team Ketair, after materializing at Site 5 Kitimat. He was immediately escorted to the brig, and asked questions about his identity, as is typical with persons recovered on site without authorization. He refused to give a name, but asked if we were with Team Ketair. Here's a transcript:

Interview with interloper at the brig, 1975AD/04/15

Interviewer: name withheld, security personnel at Site 5 Kitimat.
Interviewee: P-46

Note: we initially believed him to be a woman. He did not initially protest this, but did later ask to have his file corrected. He was wearing a standard Team Ketair military uniform, although with his item designation at Team Ketair (SCP-507) instead of unit insignia.

Interviewer: Afternoon, ma'am. Just so you know, this is our standard procedure with unauthorized unarmed military personnel found in Open-class areas here. If you'd give us your name and how you got here, we'd appreciate that.

P-46: ..Are you with the SCP Foundation?

Interviewer: Oh, you know about them?

P-46: Yes. I work for them.

Interviewer: And you materialized in our Open-class barracks. While we were at some sort of half-war with the SCP Foundation.

P-46: Who are you with? Where am I?

Interviewer: Since you know about SCP, we're allowed to tell you who we are. We're the Evdonia Paranormal Force, serving the country of Evdonia. You have showed up at our site near Kitimat. How'd you get here?

P-46: I'm sorry, sir, I just... woke up here, after exploring another world. I'm here without my consent as much as without yours.

Interviewer: I'll have to file an item file on you because, well, that's exactly why we'd file an item file on a person.

P-46: I think the foundation is expecting me. Can you reach them?

Interviewer: No, I'll have to find someone who can. We do have a redline to them, but that's at Peace. Until we can reach them, we'll make sure you're well cared for.

P-46: I forgot to tell you something, sir: I don't actually work for the Foundation. Technically, I am supposed to be contained there.

Interviewer: Right. And I see your item designation on your shoulder where unit insignia would be if you were Foundation military.

P-46: How do y'all know so much about them?

Interviewer: The EPF used to have ties with them.

P-46: Why don't you now?

Interviewer: We do, but they're the ties between nations at war, now. In any event, keeping you here further doesn't further our objectives, so I will inform the responsible authorities and ask them to contact the Foundation. This conversation has been recorded and will be added to your item file.

A team would later arrive from what is now Site 7 to recover P-46 for Ketair. This would end up being Site 5's only interaction with Team Ketair for the duration of the cold war.
