This is a classified document related to the ex-Ketair (GOI-201) D-personnel rehabilitation program, which I am on.

In late 1981, during the marquee Force Day, our A Director secured the release of, so far, 135 ex-employees of Ketair, otherwise called the SCP Foundation, who had been deceptively hired from the American, Jamaican, and British (Montserrat) prison systems, and trafficked through the US and Canada to Evdonia and their Site C10 (now EPF-SCPF Joint Site 7/C10), which has an airbase suitable for small piston, turboprop and light jet aircraft, but not large aircraft like the Boeing 377 or all 7x7 jets, McDonnell Douglas DC-6, 7, 8, 9 or 10 or Lockheed Galaxy, as well as barracks for staff, storage, enhanced storage (both «containment»), power generation, a hookup to Evdonia Power and Light's electrical and natural gas networks operated by BC Hydro and Inland Gas, respectively, and a pharmacy stocking typical pharmaceuticals as well as anomalous substances used as pharmaceutical drugs, including a minimum of four classes of amnestics. Their seizure is a low priority to EPF as they serve no purpose to us and also further Ketair's operational goals in line with their ethical obligations, and we currently do not intend to obstruct these.

From now on, when referring to the joint Site, I will refer to it as Site 7. There is also a Ketair Site 7; it is unrelated.

In January, 1982AD, myself and a former D-class employee, aged mid-60s, in the Site 1 medical barracks had a conversation, wherein he started to recount information which was, according to our treaty with Ketair, not to be said in an insecure room. I stopped him (which seemed to annoy him slightly), and took him to a secure information room on-site. I then transcribed, as best I could, what I heard, and what I heard in the conversation. The information is not material to our efforts (primarily concerning Safe or Low-Risk objects contained at our Site 7 and at other Ketair sites, as well as the layout of buildings we have since been made aware of), and has been filed on the computer system at Restricted clearance, but suggests something that, if Ketair knew, would be quite alarming (which the employee also raised himself, having been briefed on his condition as a D-class employee) : at least class-B and C amnestics do not work on everyone they are used on. He recalls all the acute effects that I have also experienced from receiving similar treatment - forgetting the last few hours, etc. However, he had apparently-perfect recall of (at least, what a D-class would know about) every anomaly he was tested with (although I cannot verify that he is not just making it all up, as D-class records are destroyed at the end of every month; several, however, match descriptions we have been supplied with through Site 7), as well as distinctly remembering the food served to him on the day before «termination» (which used to be a euphemism for execution and is now a euphemism for amnesticization - these records had not been destroyed and corroborated the employee's account).

I asked this employee if we could study him further and he consented. Brain scans showed more-or-less usual lesions for repeated amnestic application and were otherwise unremarkable. A psychological profile was unremarkable, except for high openness to new experiences, and low narcissism. He claims to have been convicted of espionage; because his original identity is unverifiable, this is also unverifiable. The experiments, he said, fascinated him, which is why he didn't ever act out or knowingly hint that the amnestics didn't work.

This memo is to be filed in an Above Most Secret document locker, and only made available to those with a Secret clearance working on Site 7 Willow River D-personnel rehabilitation, but not at Site 7 (which is a Ketair site). It is NOT to be made available to anyone from Ketair, or anyone who looks like they could be from Ketair, or anyone who has the distinctive accent of someone from Ketair, even if they claim to know nothing about Ketair. It is not to be released to Site 7. It is not to be computerized until the IT section at Force Records has achieved an Above Most Secret clearance. To reiterate: Only EPF personnel of unimpeachable loyalty to our Force may be permitted to see this memo.
