GOALS: Overall, maintenance of a strict veil over paranormality. Containment and study of unusual items recovered in circumstances mundane and bizarre. For factions and history, see text.
ORIENTATION: Currently at cold war. Spies known to operate in Force. Historically icy-peaceful, then warm and fraternal (for two years we traded ambassadors to our respective agency national days).
ENGAGEMENT: Non-military Ketair may generally be engaged as a visiting colleague with Open clearance, according to the EPF established procedure for wavering-friendly paranormal study organizations. Exception: Do not lead to the Uncertain, Cassiar or Of Force Use wards. If uncharacteristically nosey, discreetly summon the Force military detachment using the phone system and the agreed codeword for an unarmed hostile. They will be taken prisoner, processed, and if safe, returned to Ketair. If hostile, use established procedure for armed hostiles. Military Ketair not under parley currently merit immediate use of force after discreetly summoning the Force military. Military Ketair under flag of parley are to be asked to raise both hands, then cross their arms, then you are authorized to summon Force military using the agreed codeword for hostiles under parley. Injured Ketair are to be treated as injured Open-clearance personnel, then detained for questioning and deported.
FORCE RATIO: Greatly outnumbers EPF militarily and in anomaly escape control capabilities. Is known to use anomalous items to further its aims.
WILLINGNESS TO ACT: Apparently low. They have threatened us with kinetic action, but so far have been talked down successfully with concerns over security.
NOTES: EPF unilaterally has bound itself to the Geneva Conventions on prisoners of war, parley and medical treatment, except that the EPF usurps the Red Cross function for intelligence reasons.

GOI-201 is «Ketair» to us. They call themselves the SCP Foundation, and items meriting advanced escape control «SCPs» or «skips». Note that refering to items as skips doesn't mean someone is covert Ketair, though it should cause suspicion if they are new recruits. The directorate has had some contact with Ketair in the interests of furthering the overlap between their and our missions, and they will occasionally use this wording.

Ketair is an international organization formed from the union of 12½ organizations. Our predecessor organization, Her Majesty's Canadian Foundation for the Study and Collection of the Paranormal, was a subsidiary of the American Secure Containment Initiative, and did not operate directly in Evdonia (then-Northern B.C.), only through the RNWMP (now RCMP and Republic Mounted Police). ASCI merged into Ketair and left Evdonia shortly after independence.

Ketair's directors and other VVIPs are known to use unusual means to prolong their lifespans. The significance of this by itself is minimal, but demonstrates a willingness to use anomalous items as technology.

Our codename for Ketair comes from their internal term for Cassiar (formerly High Risk) objects, Keter, phonetically respelled.

There are several amorphous factions within Ketair. For instance: Multiple items in Ketair custody are, to us, P-class objects, meaning they are people. Some factions want such humanoid items to be integrated into broader society within reason. There are diplomatic and absorptive approaches to GOIs. Ethical and anethical approaches towards research. They are not known to overthrow human governments. Internal dominance of all these axes and more shifts irregularly. They use dictatorial governments as a source of personnel for their version of Ride-or-Die, and they are known to deceive these personnel.
